摘要:
随着信息技术的飞速发展,互联网已成为公共事件的重要载体。公共事件经由网络的中介作用,一定程度上可使有利舆情得到传播,为公共事件的解决发挥其应有作用。与此同时,不得不面临网络危机的出现,应对网络危机离不开政府的主导作用,更离不开政府组织间的合作以及合作机制的良性发挥,政府组织间合作直接影响着网络危机的治理效果。梳理相关研究文献,介绍相关基础理论,着重基于当前网络危机治理情况,剖析政府组织合作机制现状,从而挖掘出目前合作机制存在的不足; 据此,尝试提出构建网络危机治理中政府组织间良好合作机制创新的对策。
Abstract:
With the rapid development of information technology, the Internet has become an important carrier of public events. The network plays an intermediary role to spread favorable public opinion to a certain extent in the resolution of public events. At the same time, we have to face the emergence of a cyber crisis. It is indispensable for the government to take a leading role to deal with the cyber crisis, and it is even more important to have cooperation between government and organizations, for the good performance of cooperative mechanism would ensure the governance effect on cyber crisis. Sorting out related research literature and introducing relevant basic theories, this article analyzes the current situation of the cooperation mechanism between government and organizations, and especially the cyber crisis governance so as to dig out shortcomings of current cooperation mechanisms. Therefore countermeasures are put forward to build a good cooperation mechanism between government and organizations in cyber crisis governance.
