摘要:
农村土地资源作为一种“特殊商品”，在城镇化发展中发挥了不可替代的作用。现如今集体土地的产权主体不明晰、土地流转的规定过于原则、农地征用制度不合理等问题突出，改革势在必行，应从法律上、政策上和制度上加以研究、探讨。
Abstract:
The rural land resources as a "special products"in the development of cities and towns have played an irreplaceable role. Now the collective land property rights are unclear, the principle of building the transfer of the provisions are too, irrational agricultural land requisition system and other issues prominent, reform is imperative, from the legal, policy and system to study
