摘要:
实现公民有序政治参与是发展社会主义民主、推动政治文明进步、实现政治和社会稳定的重要保障，我国政府一直以来也在扩大公民有序政治参与方面不懈努力，为公民的有序政治参与提供了较好的条件，但是政府的努力基本是从宏观层面，缺少保障公民有序政治参与的具体的、具有实际操作性的制度和程序。民间组织正好可以弥补政府在这方面的缺陷，在政府的引导和规范下，民间组织可以发挥培养公民政治参与意识、培训教育公民如何实现有序政治参与、引导公民实践有序政治参与、提高公民组织化程度，提高公民有序政治参与的能力的作用。
Abstract:
The realization of civil orderly political participation is an important guarantee for developing socialist democracy、promoting political civilization and achieving political and social stability, the government did a lot of work in civil orderly political participation, provided better conditions for civil orderly political participation. However , the government’s efforts are largely from a macro level, lack of the concrete, practical operational systems and procedures for ensuring civil orderly political participation .the nongovernmental organizations can make up for the government’s deficiencies. with the support of the government，the nongovernmental organizations can play a big role in raising the Consciousness of political participation、Training and educating the citizen how to achieve an orderly political participation、leading the citizen to practice orderly political participation、Improving the capacity of citizen’s orderly political participation by way of bettering the organization of the citizen.
