立足于山西煤炭资源开发利用的实际情况以及相关的煤炭法律法规的价值实现的情况以展开研究?以法治为研究视角和分析重点,对存在于法治进程中的阻碍或者影响其实现可持续发展的主要的法律问题,进行深入的剖析和探究,力求在一个动态的过程中来找到问题的根源之所在,并提出相应的可行的解决方案或对策,以促使相关法律障碍或问题得以解决,促使山西煤炭资源的可持续开发利用能够充分的纳入到依法治国的体系中,并最终得以实?
Abstract:
The paper is based on the study of the current situation of the exploitation and utilization of coal resources in Shanxi province and the value realization under relevant coal laws and regulations.In light of the rule of law,the analysis focuses mainly on the legal issues which may impede the process of the rule of law and affect the sustainable development.It aims to find out the root of impediment and the feasible solution to the problem in a dynamic process and finally bring the sustainable development and utilization of coal resources in Shanxi into line with the system of rule of law.
