摘要:
建设创新型国家需要诸多领域的协同推进,创新型国家的社会基础是创新型国家建成和运转的土壤,在创新型国家建设中具有基础性作用?突破现有束缚创新产生和发展的现有的体制制度?组织形式?落后观念等障碍,从推进政府职能转变,实现社会阶层结构优化?协调社会利益关系?制定系统合理的社会政策,实现社会管理体制创新以及构建社会创新系统等方面培育创新型国家的社会基础,以实现全社会创新资源的高效配置?创新活力的迸发,从而助推创新型国家建设?
Abstract:
The construction of an innovative country needs a collaborative propulsion of a lot of fields.In the course of the construction and operation,the social basis of an innovative country functions as a fundamental role.It is crucial to break throngt the existing obstacles like the existing institutions, the organization form,the backward ideas and so on,which constrains innovation occurrence and development. The paper suggests that the social basis of an innovative country should be fostered by promoting the transformation of government functions,optimizing the structure of social stratum,coordinating the relations of social interests,drawing up the social policy with a reasonable system,implementing the innovation in social management and setting up a societal innovation system,in order to realize a high effect allotment of innovative resources of the whole society,encourage the innovation burst and promote the construction of an innovative country.
