摘要:: 全面从严治党战略的重要诉求是培养好干部，好干部就要有高度的道德自律水平，那么，在当前环境下，如何有效激励领导干部主体自觉涵养并保持道德自律？纵观现实，转型社会中客观存在的物质主义和工具理性是给领导干部道德自律带来冲击的主要因素。据此分析，有效激励领导干部的道德自律必须解决的一个核心问题是“欲望”与“崇高”这对矛盾关系。围绕这一核心问题的解决，受若干经典伦理思想的启发，可以得出，在设计领导干部道德自律涵养的激励体系时，必须从内外双向度出发，兼顾外部激励和主体涵养两方面因素，从外部激励来说，需要注重文化、制度、纪律、组织、舆论、生活、心理等方面的综合激励，创设激励领导干部主体涵养的良好环境；从主体内部涵养来说，需要注重道德理性、道德情感、道德实践三个要素协同效能的实现，促使领导干部更好地实现自我立法、克己复礼，守住崇高；此外，还需要特别重视联结外部激励与主体涵养的渠道开拓、机构设置和制度建设。

Abstract:: One of the important demands of the overall strategy to run the Party strictly is to cultivate good cadres of higher level of moral autonomy by motivating them to keep the conscious self-restraint and the moral self-discipline effectively. It is the materialism and instrumental rationality prevailing in the transitional society today that affects leaders’ moral autonomy. Therefore it is critical to maintain a balance of the material desire and the sublime thought. Based on the study of some classic ethics, the paper comes up with the conclusion that to establish an incentive system of cadres’ moral autonomy, we should take account of both the external motivation and the personal quality at the same time. In the case of external drive, it is necessary to build up a proper environment to perfect carders’ personal quality with a comprehensive incentive considering such matters as culture, system, discipline, organization, public opinion, life, psychological and so on As for the internal cultivation, we should attach importance to achieve a cooperative performance of moral reason, moral emotion and moral practice, in order to spur cadres to achieve self-regulation, restrain oneself and restore rites, and hold the sublime thought. In addition, more attention should be paid to developing channels, setting up institutions and constructing system to connect the external motivation and internal cultivation
