摘要:: 目前我国失业保险制度还存在较多缺陷，供给侧结构性改革将导致新的挑战。促进失业保险制度功能转型主要有以下意义：首先，从国际经验来看，促进失业保险制度改革发挥反经济周期功能已成为共识；其次，从国内现实来看，一利于经济新常态改革，二利于适应就业新常态，保障灵活就业人员；三利于缓解部分地区、特定行业压力，实现经济结构改革平稳过渡。为促进失业保险制度“三位一体”时代的早日到来，最后提出相应的对策建议。

Abstract:: The promotion of the supply-side structural reform is inevitable to lead the new normal economy. Accordingly the unemployment insurance system is expected to be transformed functionally in order to cope with the increasing unemployment risk, keep up with the new normal trend in the field of employment, maintain the stability of the employment market and resettle workers of those industries to cut overcapacity. Seeing that the current idea and design hinders the promotion role of the unemployment insurance system in the re-employment and prevention of unemployment, the paper thinks that the government needs to define the function of the unemployment insurance system with a clear range of expenditure, expand the coverage of unemployment insurance system to achieve equal rights and obligations, give a full play as the last line of defense and security, and highlight the incentive policy of re-employment.
