为适应城乡发展的新趋势，以城乡统筹新发展观为指导，对城乡关系进行重新思考与界定，提出城乡发展应相互协调与融合的观点，并将其应用于小城镇总体规划中，使编制小城镇总体规划的思路与时俱进，克服传统规划产生的弊端，最终把陕北工业小城镇带入一条资源消耗低、环境污染少、可持续性发展的绿色路径。

In order to adapt to the new trend of urban and rural development, treating urban and rural new development view as the guidance, to think and define the relationship between urban and rural, this paper puts forward the view that urban and rural development should be coordinated and integrated, and applied it to the general program of small towns. It could enable the ideas of drawing up general program of small cities and towns to keep pace with the times, to overcome the traditional planning defects, finally put the north of Shaanxi. industrial small town into a green path of low resource consumption, little environmental pollution and sustainable development.
