摘要:
我国自然保护区由于财政体制不合理导致经费匮乏,有限的资金多用于行政开支,保护区的经营活动与社区群众生活的矛盾得不到有效解决。国外立法明确了保护区的公益性,既强调政府责任,也积极争取社会力量的帮助。有鉴于此,我国法律应当根据保护区的不同定位,不断加强法制工作,改革财政体制,强化政府责任,完善生态补偿制度和社会性收费制度等,从各个方面完善保护区的资金机制。
Abstract:
china＇nature reserves have been facing the problem of shortage of funds. This article analyzes the causes of the problems. China＇s financial system is unreasonable and limited funds are used for administrative expense, economy activities of nature reserves conflicts with the lives of people there, and so on. This article tends to come out with some legislation and management advices from foreign experience which will improve the fundraising system for China＇s nature reserves.
