农村土地流转中基层政府行为规范研究 ———以河南省为例()

Title:: On the Local Government Behavior Norm in Rural Land Circulation in Henan Province

摘要:: 一些基层政府角色定位不清,行为上的越位?缺位现象严重,成为河南省土地有效流转的重要制约因素?而法律制度缺失?监督机制缺乏和服务意识薄弱是造成基层政府角色偏位的主要原因?因此应该从完善农村土地流转的法律法规,健全农村土地流转基层监管机制,强化农村土地流转的基层服务体系三个方面来优化基层政府行为?

Abstract:: One of the important factors to restrain the effective circulation of rural land in Henan province is that the roles of local government are poorer defined,for example,the serious phenomenon of ultra vires and administrative absence.In fact,the role deviation of the local government results from the deficiency of legal system,the lack of the supervision mechanism and the weak sense of service.Therefore,it is important that measures should be taken to get better the local government behavior in rural land circulation by improving the laws and regulations,perfecting the local supervision mechanism,and strengthening the local service system.
