摘要:: 党内民主是党的生命，主要包括三个层次：一是民主的思想或意识；二是民主的制度或体制；三是民主的精神或生活习惯。这三个层次是一个相互促进、往复循环、不断提高的过程。党章是党的总章程和总规矩，对党内民主进行了许多原则性、系统性的制度规定，有利地推动了党内民主建设的科学化。但是，有些制度在实践中不能得到很好地贯彻和落实，其中一个重要原因在于作为党内民主主体的党员还没有将党章规定的民主制度内化为党员的民主精神或生活习惯。

Abstract:: Inner-party democracy is the life of the party, and Mainly includes three levels. One level is the democratic thought or consciousness. Second level is the democratic system or system. Three level is the spirit of democracy or living habits. Three levels are the process of mutual promotion, reciprocating cycle, and continuously improvement. The constitution of the party is the general charter and the general rules of the party, make many principle and systematic regulations,( and effectively promoted the scientific construction of inner-party democracy. However, some systems have not been well implemented in practice. One of the important reasons is that the party members as the main body of the inner-party democracy do not take the democratic system as democratic spirit or living habit
