摘要:: “城管打人”事件时常见诸报端，城管俨然成为暴力执法、欺压弱势群体的代名词，破解城管与摊贩的矛盾已刻不容缓。基于“街头官僚”理论视角进行分析，结合国内外治理模式，揭示城管与摊贩之间的矛盾实质是政府与市民争夺“社会生存空间”的一个缩影，城管与摊贩成为政府与市民斗争的载体引起一系列矛盾冲突，通过转变政府职能从管理社会走向治理社会以调和二者矛盾，促进社会的良性运行和协调发展。

Abstract:: Since the events that the urban management officers beat people up hit the headlines at times, the urban management has become synonymous with violence law-enforcement or the oppression of disadvantaged groups. Therefore it admits no delay to defuse the conflict between the urban management officers and vendors. Based on the theory of street-level bureaucracy and the analysis of various governance models home and abroad, the paper reveals that the contradiction between urban management officers and vendors is essentially an epitome that citizens contend for the social living space with the government, which tends to trigger a series of conflicts embodying the opposition between the government and citizens. It is thought that the kind of contradiction can be reconciled by transforming the government function from social management to social governance and promoting the benign operation and coordinated development of the society
