摘要:: 科技期刊审稿是期刊编辑部一项重要的工作，审稿质量决定了期刊的学术水平。从审稿人应具备的条件和素质，审稿人的选择途径和如何确定审稿人的角度出发，研究了国内外科技期刊对审稿专家的要求，提出了适合科技期刊审稿人队伍建设的具体办法，审稿人的选取应通过作者推荐、以前的作者、网络搜索和同行推荐等途径，以确保稿件审稿质量，为科技期刊论文质量和学术水平的提高提供保证，同时，对学术性、技术性等期刊选择审稿人具有借鉴作用。

Abstract:: Manuscript-reviewing for scientific and technological periodical is an important work for the editorial board, and periodical’s academic level is determined by the manuscript-reviewing quality. Starting from the conditions and quality for manuscript-reviewer, way to the selection and how to determine manuscript-reviewer, the requirement for manuscript-reviewer of scientific and technological periodical in both China and abroad is studied, and the manuscript-reviewing team building method is put forward. The author suggests that manuscript-reviewer should be selected through authors’ recommendation, former authors, internet search and peer’s recommendation to ensure the manuscript-reviewing quality and boosting of the academic level of scientific and technological periodical. The research is of a reference for selecting manuscript-reviewers of the academic and technological periodicals
