摘要:
 机械性效率与社会性效率是政府绩效的两个不同层面。新形势下,二者在政府绩效价值观中缺一不可。目前人本取向的绩效管理目标已基本成为各国政府绩效管理的一致目标,同时管理技术较大程度地解决了管理问题,能使绩效管理系统运转顺畅。这就要求政府在绩效管理中实现管理技术与人本向度的有机结合,在社会主义和谐社会中平衡"技术"与"人本"间的关系维度具有重要意义。

Abstract:
 the mechanical efficiency and the social efficiency is government performance of two different aspects. Under the new situation, both in the government performance in values are not a single one can be omitted. This requires the government in performance management is realized in management technology and humanistic dimension of the organic union. In socialist harmonious society balance "technology" and "humanistic" the relationship between dimensions to have the important meaning.
