摘要:
新型城镇化强调“人的城镇化”，本质在于实现基本公共服务的均等化。因此，基本公共服务均等化对于新型城镇化具有重要意义，主要通过促进“人自愿基础上的城镇化”和“从乡到城的转化”推动新型城镇化建设的进程。当前，在推进基本公共服务均等化过程中存在着一系列的障碍因素，包括城乡二元结构体制失衡、地方政府财政能力不足、公共服务供给模式僵化、参与主体存在自利偏好等。针对这些问题，需要从取消户籍制度、拓宽融资渠道、创新供给模式、完善监督评估机制几个方面出发，提升基本公共服务均等化水平，进而推动新型城镇化建设。
Abstract:
The essence of "human-oriented?urbanization" emphasized in new urbanization is to achieve the equalization of basic public services, which is of great significance for the?new urbanization.The progress in the construction of?new urbanization is made practically by implementing the policy of “the urbanization on the voluntary basis”and “the conversion from township to city”. At present, in the process of equalizing basic public services, there is a series of negative factors,including the?imbalance of urban-rural?dual structure,the insufficiency of local fiscal capacity,the rigid public service supply mode,and the self-interest preference of participators. To solve these problems the paper suggests that the construction of new urbanization should be completed along with the improvement of the equalization of basic public services such as canceling the household registration system, widening the financing channel, innovating the supplying mode,and perfecting the supervision and evaluation mechanism
