教学质量监控与评价工作事关高校的内涵式发展,但新建本科院校教学质量监控与评价体系普遍存在监控执行力度不够、监控范围过小、反馈和落实环节不完善、信息化水平较低等问题,这些问题最终导致教学质量监控与评价体系的效能较低。利用反馈控制原理对影响教学质量监控与评价体系效能的关键因素进行分析,并结合实践,指出通过强化监控机构与队伍,兼顾全局、抓住重点,建立教学质量监控与评价网络平台,编印教学督导简报,“一事一单”问题处理,采取适当的激励机制等措施,能够有效促进教学质量监控与评价体系效能的提升。

The monitoring and evaluation of teaching quality is related to the intension-type development of colleges and universities. However in the newly established undergraduate college there exist problems in the teaching quality monitoring and evaluation system such as inadequate monitoring enforcement, smaller monitoring scope, imperfection of feedback and implementation, lower level of information, which lead to a lower degree of efficiency. Based on the feedback control principle, the paper analyzes the key factors influencing the efficiency of teaching quality monitoring and evaluation system. Accordingly, it points out that the efficiency can be improved if the countermeasures are taken in the aspects of strengthening the monitoring agency and team, focusing on the key points when account is taken into the overall situation, constructing a network platform, compiling teaching supervision briefings, tackling each of the issues respectively, and adopting appropriate incentives.
