规范和引导资本健康发展，需要充分发挥社会主义制度优势，将资本行为框定在“以人民为中心”的发展立场上。资本作为社会主义市场经济的重要生产要素，对我国的经济发展起到重要推动作用。社会主义条件下的资本同样具有追求增殖和扩张的普遍性行为规律，通过将资本运动限度界定在社会主义基本经济制度的经济界限、政府和市场良性互动的政治红线和社会道德层面的伦理底线内，进一步探寻规范和引导资本健康发展的现实路径。必须首先在坚持党对经济工作的集中统一领导的重要前提下，全面提升中国特色社会主义的资本治理效能。利用制度规范与行为引导“双管齐下”，构建规范和约束资本行为的制度机制，引导资本实现人民至上的价值旨归，并使资本在以社会主义核心价值观为统领的文化价值观念的引导下有序运行。

To regulate and guide the development of capital elements under socialist conditions along a healthy path, it is necessary to give full play to the advantages of the socialist system and to fr＜x＞ame the behavior of capital in a "people-centered" development stance. Capital, as an important factor of production in the socialist market economy, plays an important role in promoting China’’’’’’’’’’’’’’’’s economic development. Capital under socialist conditions has the same universal behavioral law of pursuing proliferation and expansion. By defining the limits of capital movements within the economic boundaries of the basic socialist economic system, the political red line of benign interaction between the government and the market, and the ethical bottom line at the level of social morality, we are further exploring realistic paths for regulating and guiding the healthy development of capital. First of all, under the important premise of adhering to the centralized and unified leadership of the Party in economic work, we must comprehensively improve the effectiveness of capital governance under socialism with Chinese characteristics. Using the “two-pronged” approach of institutional regulation and behavioral guidance, we will build an institutional mechanism to regulate and restrain the behavior of capital, to guide capital to realize the value of the people above all else, and to enable capital to operate in orderly under the guidance of cultural values led by socialist core values.
