摘要:
高度集中的专制性权力、社会对腐败的高容忍度及对“人治”文化的崇拜铸就了韩国根深蒂固的“韩国病”。韩国几任领导人及其国民为治理腐败开出了一个根本药方，即以法治代替人治。通过建立公务员财产公开制度、实行金融实名制、完善公民参与反腐的制度等制度设计，使“韩国病”得到了有效治疗和控制。韩国的腐败治理，给当下中国的重要启示在于：制度是有效治理腐败的药方。必须要建立健全反腐制度，为治理腐败打下良好的反腐基础。同时要意识到，反腐不仅要依赖政府治理，也要依赖公民的有效参与。通过良好的制度设计，逐步推进腐败治理。
Abstract:
The highly centralized autocratic power, the society’’’’’’’’s high tolerance for corruption and the cult of the "rule by man" culture have shaped Korea’’’’’’’’s deep-rooted "disease of Korea". Several South Korean leaders and their nationals have laid down a fundamental prescription for governing corruption, that is, the rule of law has replaced the rule of man. Through the establishment of civil servants property public system, the implementation of the financial real name system, improve the citizen participation in anti-corruption system design, the "Korean disease" has been effectively treated and controlled. South Korea’’’’’’’’s corruption governance, to present the important revelation of China is: the system is an effective way to control corruption. We must establish a sound anti-corruption system, to fight corruption and lay a good foundation for anti-corruption. At the same time to realize that anti-corruption not only rely on government governance, but also rely on the effective participation of citizens. Through a good system design, and gradually promote the corruption control.
