摘要:
就业援助制度是我国社会救助制度的专项制度之一，其具有克服失业性贫困、克服福利依赖和促进就业的功能。然而，其法律属性为何？在当前制度和理论中存在争议，本文针对当前就业援助属性不清的情况进行了深入分析，对就业援助的机理进行了研究，从中发现就业援助不但是一项促进就业手段，而且是治本性的社会救助措施。它是兼具就业促进属性的社会救助制度.
Abstract:
Employment assistance system is one of the special social relief systems in China; it has the functions of overcoming unemployment poverty and eliminating the welfare dependency and promoting employment. However, what about it’s legal attribute? It is also a controversial problem In the current system, based on this situation, the article deeply analyzed the mechanism of employment assistance, found the employment assistance has two attributes, one is a means of promoting employment. another is measure of eradicating poverty .which is not only has the has the social relief attribute ,but also a promoting employment attribute.
