摘要:
基于我国经发展中存在的问题及科学发展观与可持续发展理论，提出“经济、社会、资源、环境、技术相协调的可持续发展”产业结构合理化评价基准，建立了产业结构合理化评价指标体系及综合相对势评价模型，并对陕西省工业内部结构合理化进行了实证分析。结果表明：总体上陕西省工业内部结构合理化较低，大部分行业的集约程度有待进一步提高。陕西应树立可持续发展的观念，坚持以科学发展观为产业调整政策制定指导；优先发展集约型产业；严格控制增长粗放型产业；加大对重点行业改造力度，促使陕西工业各行业可持续发展及陕西工业行业结构的合理化。
Abstract:
Based on the issues existing in China economy and the scientific outlook on development and sustainable development theory, this study proposes an evaluation criterion on the industrial structure rationality pursuing a balanced sustainable development in economy, society, resource, environment and technology. This work creates an index system to evaluate the industrial structure rationality and a general relative potential evaluation model. The paper also provides an empirical analysis on the industrial inner structure rationality. The results show that the industrial inner structure rationality is relatively low in Shaanxi, and the intensive degree of most industries needs further improvement. Shaanxi should build a sustainable development view, and insist on the guideline based on scientific outlook on development when creating policies adjusting industries; prior stress intensive industries; strictly control the growth of extensive industries; and increase stressing on reforming key industries, to improve the sustainable development of industries and the industries structure rationality in Shaanxi
