据《中国劳动统计年鉴2010》统计数据显示,2000—2009年我国失业保险基金"供给远远小于需求",但失业保险基金的累计结余却巨额增加,其增长速度远远高于基金收入与支出的增长速度。1 523.6亿元的巨额失业保险基金结余与近年来我国居高不下的"真实失业率"状况不相匹配,供求矛盾日益突显。其根本原因在于有效供给与有效需求失衡的结构性矛盾。通过扩大失业保险制度的覆盖面、建立失业保险费率弹性征缴模式、调整失业保险金待遇给付水平及给付条件、多渠道发挥失业保险再就业促进功能的措施来化解供求失衡矛盾,确保失业保险制度功能得到有效发挥。

According to the 《China labor statistics yearbook 2010》 statistical data shows,2000-2009Unemployment insurance fund "supply far less than demand,"But unemployed insurance fund of the cumulative balance but huge increase,Its growth rate is much higher than the fund income and expenditure growth.152.36 billion yuan of huge unemployment insurance fund balance and in China in recent years of high "real unemployment rate" conditions don’t match,The contradiction of supply and demand highlights.The basic reason is that the effective supply and effective demand imbalance of structural contradiction.By expanding the coverage of the unemployment insurance system,Establish unemployment insurance rate elasticity collects pay mode,Adjust the unemployed insurance gold to pay pays a condition and treatment level,Multi-channel play unemployment insurance again obtain employment promotion function to defuse the measures of supply and demand imbalances contradiction,Ensure that unemployment insurance system function effectively play.
