基层政府是整个政府体系的基础部分，基层政府绩效评估机制的完善与否在很大程度上对于整个政府体系评估机制的创新，政府职能的转变，政府绩效的提升起着关键作用。我国基层政府应树立正确的政绩观，将基层政府绩效评估置于公众满意度导向之下。在确定“公众满意”为政府绩效评估的价值取向和中心目标的基础上，分析我国基层政府绩效评估面临的困境和制约因素，并结合我国国情提了优化基层政府绩效评估的诸项建议。

Local government is a fundamental part of the whole system of government. The performance evaluation system of local government which is perfect or not largely plays a key role in innovation of evaluation mechanism of the whole government system, transformation of government functions,and the improve of government performance.Our local government should set a correct concept of performance which will place performance evaluation of local government under the guide of public satisfaction.On the basis of determining the "public satisfaction" to be the value and central objective of evaluation of government performance, the difficulties and constraints faced by our local government performance evaluation are analyzed, and several recommendations for reinforce performance evaluation of local government combined our national conditions are proposed.
