摘要:
现实中城乡师资差异性是长期自发形成的,从某种角度看是教师资源配置的一种自发适应状态,其配置效率隐藏在这种状态之中。如果不因势利导,而是从外部强加一种所谓"定期轮换制"以强迫教师向某特定方向流动,就会牵扯出一系列问题,例如,社会成本的增加、教师工作的低效等等。基于此,采取以人为本改革措施,让教师在流动中提高其幸福指数,也许可以成为解决一系列问题的好办法.

Abstract:
Given a big diversity has been formed spontaneously in a long run between urban and rural teachers in China,there is a kind of high allocation efficiency in the realistic mechanics of teachers‘ flowing.Therefore without taking advantage of that situation,problems would arise such as the increase  of social cost and the low efficiency of the teacherswork in the case of forcing external mechanics  like“regular job rotation”.So it is advisable to solve the problems by measures of encouraging  the sense of people first and improving teachershappiness in the rotation.
