摘要:
秦岭生态空间治理肩负着实现秦岭高质量、高颜值、高碳汇的使命,是陕西生态空间治理的核心,是践行“两山理论”的根本遵循。从秦岭生态空间治理理念、模式、目标的逻辑转换切入,分析秦岭生态空间治理在主体、产业、文化层面的基本现状,并在此基础上揭示了治理过程中存在的县镇级林业部门定位不清、区域性生态产业发展动力不足、边缘性生态文化重视度不够等实然症候,最后提出了实现秦岭生态空间高质量发展的关键策略,通过加快基层林业部门执法队伍建设与多元协同治理、加强区域性生态产业创新驱动与政府支持、推动地方生态文化共生共荣与整体性发展等路径,为美丽中国提供“秦岭样本”。
Abstract:
Shouldering the mission of achieving Qinling's high quality, high appearance level, and high carbon sink of Qinling Mountains, Qinling eco-space governance, is the core of eco-space governance in Shaanxi and the fundamental compliance to practice “the Two Mountains Theory”. The article starts from the logic conversion of Qinling eco-space governance concepts, models and goals and analyzes its basic status quo in terms of subject, industry and cultural levels. Furthermore, it explains the genuine symptoms such as unclear positioning of county and township forestry departments, underpowered development of regional ecological industries, and insufficient attention to marginal ecological culture in the governance process. Finally, the key strategies to accomplish the high-quality development of Qinling eco-space are put forward for the aspects of speeding up the construction of law enforcement teams in grass-roots forestry department and diversified collaborative governance, enhancing regional ecological industry driven by innovation and supported by government, and promoting the symbiosis and the overall development of local ecologival cultures so as to provide a “Qinling sample” for beautiful China.
