摘要:
“国家治理现代化”既是全新的政治理念，又是全新的囊括社会政治与法律等方方面面的现代化行动，它表明我们党对社会政治发展规律有了新的认识，并为全面深化改革指明了方向；它对于传统行政价值观是一种严峻挑战。伴随着国家治理现代化的逐步推进，传统行政价值观所显现出的“官本位思想和等级观念严重、民主意识薄弱，重人治、轻法制，形式主义严重”等诸多问题，与国家治理现代化倡导的以人为本、法治理念愈发冲突，这严重阻碍了国家治理现代化的进程。国家治理现代化客观上要求传统行政价值观必须进行调整。本文试图从国家治理现代化背景出发，从理论上阐述了国家治理现代与政府行政价值观之间相辅相成、同构互益的关系，剖析传统行政价值观存在的问题及其原因，并尝试从理论、制度、实践和形象方面来重塑政府行政价值观。
Abstract:
“Modernization of national governance” is not only a new political philosophy, but also a new modernization action including social politics, law and other aspects, it shows that our party has a new understanding of the laws of social and political development, and it points out direction for deepening the overall reforms; it is a serious challenge for the traditional administrative values. With gradual advancement of modernization of national governance, the traditional administrative values have demonstrated problems of “official standard thought and serious hierarchy , weak democratic consciousness, the rule of men instead of the rule of law, serious formalism ” and so on, these have more conflicts with the ideas of people-oriented and the rule of law that modernization of national governance advocated, which seriously hinders the process of modernization of national governance. Objectively, the modernization of national governance requires that the traditional administrative values must be adjusted. From the background of national governance modernization, this article attempts to theoretically expound the complementary and isomorphic mutual benefit relationship between modernization of national governance and government administrative values, analyze the traditional administrative value’s existing problems and its causes, and reshape government administrative values from aspects of theory, system, practice and image
